At Team '26 Europe, Atlassian rebuilt its MCP Server from the ground up and opened the same door to developers. Forge apps can now publish their own MCP tools, Marketplace apps can add MCP capabilities, and agent skills ship as part of an app. For anyone building on Forge, MCP is now part of the platform.
The numbers behind the rebuild
One MCP, every AI client
The Atlassian MCP Server connects Claude, ChatGPT, Cursor and other clients to Jira, Confluence, Loom, Bitbucket, Goals, Focus and Code Search. Context arrives pre-stitched from the Teamwork Graph, so one request can read a Loom transcript, draft the Jira work items and write the Confluence page.
It is the same foundation that powers AMP, the Agentic Multiplayer Protocol.
Your Forge app as an MCP server
The new rovo:mcp module (Preview) turns Forge actions into tools that agents can call.

External access is opt-in. An admin enables each tool per installation in Atlassian Administration, and every call runs with the invoking user's own permissions.
More Forge news from the same week
Published in the Forge and Marketplace changelogs between 1 and 6 October:
- MCP for Marketplace apps. Partners can extend existing apps with MCP capabilities, and custom Rovo agents can be exposed through Atlassian MCP.
- rovo:skill (Preview). Package SKILL.md instructions, reference files and action dependencies that Forge Rovo agents load for specialised tasks. No EAP sign-up needed.
- LLM rate limit (available now). 500,000 tokens per minute per installation and model, up from 50,000.
- Confluence static macros (Preview). Macros render natively in the page HTML without iframes, with batch rendering and PDF and Word export.
- Bitbucket Data Center 10.5 (available now). Adds an MCP server for AI coding agents.
Governance is built in
Identity
OAuth 2.1 with PKCE by default. Agents never get access the user does not already have.
Data protection
Atlassian Guard data security and DLP policies apply across MCP connections.
Admin control
Toolset scoping, read, write and destructive tiers, domain and IP allowlists, org-wide audit logs.
How to get your app ready
- Pick the actions. Start with the 3 to 5 actions an agent would call most, with small, well-described inputs.
- Test as a normal user. Tools run with the caller's permissions, so test with low-privilege accounts.
- Document the opt-in. Tell admins which tools to enable and what each one can change.
- Package your know-how. Turn product expertise into rovo:skill instructions agents can load.
- Plan your trust story. Pair MCP features with the new Atlassian Enterprise Certified badge.
In questions
What is the Atlassian MCP Server?
It is Atlassian's hosted Model Context Protocol server. It lets AI clients such as Claude, ChatGPT and Cursor read and act on work in Jira, Confluence, Loom, Bitbucket, Goals and Code Search. The rebuilt version offers more than 220 tools and uses up to 25% fewer tokens, based on Atlassian's internal benchmark on Claude models.
What is the Forge rovo:mcp module?
rovo:mcp is a Forge manifest module, currently in Preview, that exposes an app's actions as MCP tools. Custom agents in Rovo Studio can call them, and admins can also connect them to external MCP clients such as Claude Desktop, Codex and Cursor. Each call respects the invoking user's permissions on the site.
Is the new Atlassian MCP Server generally available?
Yes. Atlassian announced the rebuilt MCP Server as generally available at Team '26 Europe in October 2026. It covers Jira, Confluence, Loom, Bitbucket Cloud, Goals, Focus and Code Search today. Atlassian lists Jira Service Management coverage as coming soon.
Who controls which MCP tools an external AI client can use?
Admins do. For Forge apps, a site or org admin turns on each tool per installation in Atlassian Administration. For the Atlassian MCP Server, admins manage domain and IP allowlists, read, write and destructive scopes and Guard policies, and every tool call lands in the organization audit log.
What is a Forge rovo:skill?
A rovo:skill module packages reusable instructions in a SKILL.md file, together with reference files and the Rovo actions it depends on. Forge Rovo agents load the skill when a task calls for it. The module is in Preview and does not need an early access sign-up.
